After nearly 28 years, The Communication Initiative (The CI) Global is entering a new chapter. Following a period of transition, the global website has been transferred to the University of the Witwatersrand (Wits) in South Africa, where it will be administered by the Social and Behaviour Change Communication Division. Wits' commitment to social change and justice makes it a trusted steward for The CI's legacy and future.
 
Co-founder Victoria Martin is pleased to see this work continue under Wits' leadership. Victoria knows that co-founder Warren Feek (1953–2024) would have felt deep pride in The CI Global's Africa-led direction.
 
We honour the team and partners who sustained The CI for decades. Meanwhile, La Iniciativa de Comunicación (CILA) continues independently at cila.comminitcila.com and is linked with The CI Global site.

Social and Behavior Change Communication (SBCC) Program Implementation


In this edition, we are focusing on another of SBCC's core competency areas - program implementation - the step where plans turn into action and where success depends on having confidence in your formative research, strategy design, and materials and message development. Implementation involves carrying out activities as well as management of the overall program. It requires that you have:
• clear guidelines for staffing, partnerships, and/or volunteers
• defined your workplan and included targets, resources, and a timeline
• made sure that your plan fits the funding available
• developed an evaluation plan to monitor processes and quality of all SBCC activities.

1. Compendium of Gender Scales

This new tool grows out of a meeting of researchers with expert knowledge of gender scales to review what was being done in the creation and use of such scales. Meeting participants identified scales that have been developed to measure adherence to gender norms, and reviewed the use of such scales to measure the success of interventions in changing gender norms. An important outcome of the meeting was the identification of the need for an online compendium of gender scales, which could be easily accessed by practitioners who may be interested in using gender scales to assess gender-related attitudes and beliefs, and to evaluate health interventions that incorporate gender approaches. Eight have so far been identified:
• Couple Communication on Sex Scale
• Gender Equitable Men (GEM) Scale
• Gender Beliefs Scale
• Gender Norm Attitudes Scale
• Gender Relations Scale
• Household Decision-Making Scale
• Sexual Relationship Power Scale (SRPS)
• Three Empowerment Subscales
The compendium is not intended to be exhaustive of all scales and C-Change will be reviewing additional scales as they are identified for inclusion in the compendium. Readers are encouraged to contact C-Change (change@aed.org) if they know of other gender scales that could be added to the compendium.

2. C-Change Develops Male Circumcision Toolkit for Kenya

Working with local partners in Kenya, C-Change developed these innovative communication materials, tools, and guiding documents on male circumcision that emphasize safe healing and the importance of continued HIV prevention practices. C-Change is supporting the Male Circumcision (MC) program of the government of Kenya (GOK) and providing technical support to the National MC Taskforce and regional communication sub-committees. The goal is to create demand for MC and reinforce that, while MC reduces risk for men, it does not prevent HIV.

3. Senior Technical Manager, C-Change

The Senior Technical Manager oversees the development and implementation of communication interventions in selected countries and provides leadership in communication for behavior and social change. This will include: participating in international and national meetings and discussions, assembling technical teams for assessment and design missions, developing country workplans and strategies, provision of technical support and oversight to selected countries and ensuring appropriate reporting and delivery on targets and indicators. The Senior Technical Manager will also be a senior member of the C-Change team and provide input to the overall strategic vision of the project.

4. Chief of Party II, C-Change Jamaica

The Chief of Party II is AED's official representative in Jamaica and the Bahamas for the MARP capacity strengthening project; responsible for overseeing all aspects of its technical, financial, and managerial performance. The COP will be AED's primary liaison with USAID, the Governments of Jamaica and the Bahamas, and all other stakeholders. S/he will lead work plan development and ensure that the program complies with USAID and AED financial and personnel regulations. S/he will provide vision and leadership to the Project technical staff and in-country partners and will regularly report to USAID on technical, administrative, and budgetary issues.

5. SCALE (System-wide Collaborative Action for Livelihoods and the Environment)

This is a five-step management process that:
• Takes a system-driven approach and recognizes the relationships and connections of the social systems around a development issue;
• Keeps the focus on the development goal;
• Identifies key leverage points to prioritize investments and interventions based on the demands of the commodity/value chain;
• Fosters early participation of a diverse group of stakeholders along the commodity/value chain (national and local government, farmers, industry leaders, non-governmental organizations (NGOs), input markets, media, and private sector representatives), leading them through a "whole-system-in-the-room" (WSR) planning workshop;
• Supports stakeholder groups to find common interests, builds coalitions, and engages in self-sustaining collaborative actions;
• Pursues common objectives that are achievable and compatible with local abilities, resources, and cultural practices;
• Integrates the application of multiple social change methodologies for greater impact;
• Ensures that stakeholders' short- and long-term action plans drive the implementation schedule; and
• Empowers local capacity to design, implement, manage, and monitor new enterprises and activities that emerge from the process.

The Capacity-Net is an informal and external moderated email network for development practitioners involved with capacity development work. 8. C-Modules: A Learning Package for Social and Behavior Change Communication - Module 4: Implementing and Monitoring

In this fourth step of the C-Planning Process, plans turn into action! This module walks you through the columns of a draft workplan, where activities are tied to objectives, a time frame for each is given, and budget and responsibilities are allocated. As with all tools in these modules, the format is designed to allow you to experiment to see what works best for you and your team.

9. Advocacy in Action - A Toolkit to Support NGOs and CBOs Responding to HIV/AIDS

This toolkit, produced jointly by the International HIV/AIDS Alliance and the International Council of AIDS Service Organizations (ICASO), shows non-governmental organisations (NGOs) and community-based organisations (CBOs) how they can use advocacy to influence people in power to create an environment that protects the rights, health, and welfare of everyone - whether HIV positive or negative. It sets out to build practical skills and provide a training resource for continued learning. Of particular interest is Section 2 which focuses on 'Planning and Implementing Advocacy Work'.

10. Outreach Guides: HIV/AIDS Prevention Programs

Pact Botswana has developed a series of 10 Outreach Guides to assist HIV/AIDS program implementers working in HIV prevention interventions. The Guides utilize participatory methodologies and intend to underline approaches that promote behavior change, especially for the most-at-risk groups, taking co-factors such as alcohol abuse, sexual violence, and intergenerational sex into consideration. Each Guide focuses on a particular aspect of HIV prevention.

11. Mobilizing Muslim Religious Leaders for Reproductive Health and Family Planning at the Community Level: A Training Manual

This 5-day training curriculum created by USAID and the Extending Service Delivery Project is designed to equip male and female Muslim religious leaders with the necessary information and skills to better understand, accept, and support the provision of maternal and child health, reproductive health, and family planning information and services at the community level. The ultimate goal of the training within the manual is to build the capacity and leadership of Muslim religious leaders to support couples and community members in making informed decisions on reproductive health issues such as safe motherhood, child spacing, sexually transmitted infections including HIV/AIDS, and to discourage harmful behaviours, especially gender-based violence. Of most interest to program implementation is how this training can be utilised to support implementation of such programs through committed, informed and influential community support.

12. Increasing Access to Contraception for Clients with HIV: A Toolkit

This resource was by Family Health International for trainers, presenters, providers, program managers, and policy-makers to update and expand information provided in an earlier module, Contraception for Women and Couples with HIV. This toolkit can be used to:
• Train health care providers to offer contraceptives to their clients with HIV (including providers who offer antiretroviral therapy, voluntary counseling and testing, and services for the prevention of mother-to-child transmission of HIV, as well as family planning services).
• Inform health care professionals about recent research and technical guidance (including 2008 guidance from the World Health Organization - WHO) related to the provision of contraception for people with HIV.
• Help program managers and policy-makers develop program strategies for integrating family planning and HIV prevention, care, and treatment services.
Of particular interest for program implementation is the section called 'Tools for Providers'.

13. Understanding Operational Barriers to Family Planning Services in Conflict-Affected Countries: Experiences from Sierra Leone

This study, conducted by USAID’s Health Policy Initiative between February and May 2007, highlights issues affecting provision of family planning in conflict-affected settings, using experiences in Sierra Leone as the focus from which to derive lessons on refugee/internally displaced persons (IDP) family planning needs; barriers to quality, accessible services; policy actions to overcome barriers; and capacity building of local groups to recognise and analyse barriers. According to the study, the adoption and implementation of appropriate "operational policies" can alleviate barriers to healthcare until international community guidelines and protocols on refugee/IDP health needs are met through national policy and guideline development.

This two-week workshop, organized by Center for Communication Programs Nigeria in collaboration with the Center for Communication Programs of the Johns Hopkins Bloomberg School of Public Health, explores the essential elements of successful communication in the context of integrated health and other development programs. The workshop applies the latest thinking on leadership development to strategic health communication planning and provides an opportunity to enhance behavior change communication (BCC) understanding, knowledge, and skills.

15. Behavior Change Communication Planning

Location: International Center for Development Communication (ICDC), Kasetsart University, Bangkok, Thailand

This course aims to explore the existing theories of behavior change as guidelines in the development of messages and selection of media, as well as the establishment of an enabling environment, in effecting desired behavior change in target groups. The intended output of the course is a communication plan with measurable results-based objectives, messages development, materials and media selection, and cost-effective implementation- and objectives-based monitoring and evaluation of the communication effort.

This course provides environmental professionals with a practical introduction to the strategies, methods, and tools of environmental communication that effectively lead to changes in behavior. 18. Knight International Journalism Fellow - Nigeria and Ethiopia

Each fellow will lead a one-year project in partnership with key local media organizations, mentoring and training journalists to improve the quality, quantity, and impact of health coverage. The fellows will help build networks of health journalists that connect with each other to develop sources and resources and serve as mentors for their colleagues.

19. Africa Action - Policy Communications Internship

Africa Action offers academic semester and summer internships for undergraduate and graduate students in Washington, DC, United States. Interns will develop a more comprehensive understanding of how an Africa advocacy organization utilizes policy analysis and organizing to affect national policy.

20. PEPFAR Fellowship Programme - Monitoring and Evaluation Fellowship with the South African National AIDS Council (SANAC)

The President's Emergency Plan for AIDS Relief (PEPFAR) Fellowship Programme was launched in response to the growing need for scarce skills in human capacity development in HIV and AIDS care and treatment programmes within South Africa. This programme offers an opportunity for masters' level graduates and students who have completed 80% of their Masters course work to be placed with HIV and AIDS service organizations (PEPFAR partners) within South Africa.
