Summary

Save the Children is leading a global consortium aimed at strengthening capacity for response to major infectious disease outbreaks or pandemics. Known as READY, the initiative brings together leadership from Save the Children, JHU’s Center for Humanitarian Health, JHU’s Center for Communication Programs, UK-Med, MERCY Malaysia, and EcoHealth Alliance to fill critical gaps in large-scale disease outbreak response capacity and capability by leveraging the best parts of what works across our operational, academic, clinical, and communications organizations.

The Advisor for Monitoring and Evaluation will serve on READY’s core team and as a member of Save the Children’s broader Emergency Health and Nutrition (EHN) team. This position is responsible for leading coordination work around standardization of indicators in outbreak response and across relevant sectors and engagement with external networks and working groups. READY’s M&E Advisor will investigate, collate and verify data across target countries, provide technical support for monitoring and surveillance tools, and oversee READY’s M&E plan, including monitoring of program data and lead program evaluations.

This position is considered Key Personnel and the final candidate will be subject to USAID-OFDA concurrence.

What You’ll Be Doing (Essential Duties)

• Engage with regional and global internal and external coordination mechanisms, including key coordination fora and multi-agency and multi-sector standardized indicator development. (40%)
• Analyze networks and initiatives, identify critical gaps and develop/manage a work plan to address them.
• Work with the indicator taskforce, including the assessment and development of multi-agency of standardized indicators that are harmonized across sectors and integrated with existing surveillance platforms and roll-out through the OCHA IMWG, EWAR WG, etc.
• Represent READY and socialize key messages in key epidemic coordination forums and working groups (e.g. GOARN, OCHA Info Management Working Group).
• Recommend new groups for READY to represent globally and socialize READY priorities into these initiatives.
• Prepare and disseminate disease outbreak news to key decision-makers in EHU/CO/HQ and other health partners as required using standard tools and templates.

• Advise READY stakeholders on data capture analysis and disease trend surveillance for NGO operational readiness priorities and programmatic decision-making. (25%)
• Map relevant surveillance sites and supporting entities in the various prioritized regions, participating in meetings as necessary.
• Investigate, collate and verify data in priority countries and regions to determine trends in collaboration with JHU, the MoH and other relevant partners.
• Provide technical support and assist in the development and maintenance of monitoring and surveillance tools, datasets, dashboards and maps in collaboration with SC IMPACT (DHIS2), WHO and other local and regional response tools.
• Support READY in reviewing and developing a data collection methodology - guidelines, SOPs (EPI) and modelling techniques (EPI) for consortium members.
• Support the WHO PHIS Task Team, including the capacity building workshop.
• Ensure that data captured by READY is gender appropriate, complete, and properly documented given intended uses and in coordination with CO data.

• Support Technical Advisors with technical quality standards and training approaches (5%)
• Support READY to develop evidence-based, appropriate training materials, standards, supervisory systems and other materials needed for management and coordination of large-scale multi-sector outbreak responses, to help increase technical capacity for partners at global, regional and national levels.

• Lead monitoring and evaluation for the READY initiative (30%)
• Oversight of READY M&E Plan including monitoring of program data, quality assurance (review of progress against targets, indicator definition and means of verification).
• Work closely with Learning and Development Specialist and Lead Technical Adviser to monitor and compile training evaluation data and develop evaluation reports.
• Develop and co-lead end line evaluation and oversee system for document lessons learned/success stories.
• Contribute to 6 month READY report and final report, and other agency reporting, as needed.
• Support the completion of OFDA M&E DQA.

Required Qualifications

• Bachelor’s degree or equivalent relevant experience required.
• Minimum 7-10 years' experience with health/epidemic information management and/or program management.
• Proven experience developing and/or overseeing program indicators and outbreak surveillance systems.
• Demonstrated M&E experience, including monitoring and analyzing data, M&E planning, designing and overseeing accountability mechanisms, developing or supporting program evaluations (baseline, midterm, end line).
• Proven experience interpreting data analysis in public health information systems with analysis for informed programmatic decision-making.
• Deep understanding of global outbreak architecture, including outbreak response initiatives and coordination platforms.
• Bachelor’s degree or equivalent relevant experience required.

Preferred Qualifications

• Masters in Public Health/Epidemiology or other relevant advanced degree.
• Field experience in humanitarian contexts.
