Development action with informed and engaged societies
After nearly 28 years, The Communication Initiative (The CI) Global is entering a new chapter. Following a period of transition, the global website has been transferred to the University of the Witwatersrand (Wits) in South Africa, where it will be administered by the Social and Behaviour Change Communication Division. Wits' commitment to social change and justice makes it a trusted steward for The CI's legacy and future.
 
Co-founder Victoria Martin is pleased to see this work continue under Wits' leadership. Victoria knows that co-founder Warren Feek (1953–2024) would have felt deep pride in The CI Global's Africa-led direction.
 
We honour the team and partners who sustained The CI for decades. Meanwhile, La Iniciativa de Comunicación (CILA) continues independently at cila.comminitcila.com and is linked with The CI Global site.

The Gender, Power and Justice Primer is a curated gender resource highlighting key gender statistics, global commitments, evidence, and promising practices at the intersection of international development, emergencies, and gender justice. Published by CARE International, it highlights strategies to support progressive policy change and effective programming that advances gender justice in ways that are relevant to those whom gender injustice programmes seek to reach.

The primer is organised around five priority areas in international aid and their interactions with gender, power, and justice. This is modelled after CARE International's Programme strategy:

  • Gender-based Violence - Gender and power are the heart of gender-based violence (GBV). This area delves into the nature of GBV and how to prevent it. It includes: intimate partner relationships and violence; child and early forced marriage and other harmful traditional practices; social norms related to toxic masculinities, homophobia, and transphobia; and gendered economic exploitation and exclusion.
  • Food and Nutrition Security and Climate Change Resilience - This area advances inclusive food and nutrition security for people of all genders across the life cycle, in the reality of a changing climate.
  • Sexual and Reproductive Health Rights - This area focuses on critical issues in sexual and reproductive health rights (SRHR) and gender. Advancing SRHR is advancing gender justice.
  • Women's Economic Empowerment - Economic systems interact with gender and exclusion on multiple fronts. This priority area aims to make markets work for women and girls.
  • Gender in Emergencies - This area focuses on ways to support diverse people across gender identities - their resilience and protection - in emergencies.

Based on a review of meta-analyses and evaluative reports, it also outlines promising practices – and evidence of their effectiveness – toward gender equality, resilience, and development.

For each of the above priority areas, the primer covers the following:

  • Statistics and facts around what we know of gender and rights
  • Global commitments such as the Sustainable Development Goals (SDGs) related to that priority area
  • CARE's strategy to address the issue
  • Promising programmatic practices - these are based on a review of meta-analyses and evaluative reports, and focus in particular on:
    • strengthening relationships and solidarity groups;
    • social norms change;
    • inclusive and accountable institutions; and
    • leadership and collective action.

The primer also contains a resource section containing reviews of best practice, project websites, and gender analysis resources.
