After nearly 28 years, The Communication Initiative (The CI) Global is entering a new chapter. Following a period of transition, the global website has been transferred to the University of the Witwatersrand (Wits) in South Africa, where it will be administered by the Social and Behaviour Change Communication Division. Wits' commitment to social change and justice makes it a trusted steward for The CI's legacy and future.
 
Co-founder Victoria Martin is pleased to see this work continue under Wits' leadership. Victoria knows that co-founder Warren Feek (1953–2024) would have felt deep pride in The CI Global's Africa-led direction.
 
We honour the team and partners who sustained The CI for decades. Meanwhile, La Iniciativa de Comunicación (CILA) continues independently at cila.comminitcila.com and is linked with The CI Global site.

Research, Monitoring and Evaluation

Research, monitoring and evaluation span the life of any program beginning with the initial research/situation analysis, progressing to monitoring, and closing with evaluation. The resulting findings guide design, determine whether implementation is occurring as planned, suggest midcourse corrections, provide evidence that the program is achieving its communication objectives, help with the design of future programs, and demonstrate accountability to partners and funding agencies. Below you will find core resources, training and other opportunities designed to support and guide the research, monitoring and evaluation of SBCC programs.

C-Change Capacity Strengthening News

1. C-Change Develops Community Conversation Toolkit

C-Change and partners developed the Community Conversation Toolkit (for HIV prevention) to mobilize adults ages 20 and over to take action to prevent HIV within their communities. The toolkit is intended to complement existing HIV prevention activities and address key drivers of the HIV epidemic (concurrency, cross-generational sex, gender-based violence, and alcohol abuse). There are six interactive formats (Roleplay Cards, Storytelling Finger Puppets, Promotional-Proverbs Throw Boxes and Best-Kept-Secrets Throw Boxes, Promotional Playing Cards, and Dialogue Buttons), which are grouped around a simple community mobilization process.

C-Change partner Soul City is leading adaptation of the toolkit in Zambia, Zimbabwe, Namibia, and Malawi. Soul City's country partners conducted the pretests and consultations with stakeholders in each of the countries that have informed how the toolkit has been adapted. English, Sesotho, and Zulu versions, among others, are available on C-Hub.

2. C-Change Assists Kenyan Communities to Prevent Malaria

With funding from the President's Malaria Initiative (PMI), C-Change provided social and behaviour change communication (SBCC) training to NGO staff in western Kenya. Staff, in turn, trained community health workers to educate families about malaria prevention actions. Results show a reduction in malaria among children under 5 and pregnant women, increase in use of insecticide-treated nets, and increase in number of pregnant women seeking intermittent preventive treatment (IPTp).

5. Social and Behavior Change Communication (SBCC) Capacity Assessment Tool

C-Change developed the Social and Behavior Change Communication Capacity Assessment Tool (SBCC-CAT) for use in workshop and meeting venues in which a donor or organisation and a facilitator work to determine an organisation's competencies in three areas:
SBCC planning
SBCC programme implementation
SBCC research, monitoring, and evaluation
This Tool can be used by any donor organization interested in improving the design, implementation and M&E of its health and development SBCC programs. This three-stage participatory process ends with a discussion around the findings and the development of a capacity strengthening plan. The intention is that by using this Tool, donors and programme planners can identify the strengths and weaknesses of current programmes, and define activities to strengthen and refocus programmes to improve the overall quality of their SBCC efforts. The SBCC-CAT includes: Facilitator's Guide and the SBCC-CAT in versions for both donor/networks and organizations.

7. Outcome Mapping Learning Community

Outcome mapping offers another option for planning and assessing programs by focusing on measuring changes in the behaviour of the people the program works with most closely. Outcome mapping limits its concern to those results - or "outcomes" - that fall strictly within the program’s sphere of influence. It considers only those activities where the program can claim it contributed to a direct effect. This website has been developed collaboratively with users of Outcome Mapping from across the world and is designed to be useful for beginners and those with experience in the approach.

8. C-Modules: A Learning Package for Social and Behavior Change Communication - Module 5: Evaluating and Replanning

This module is the last in the C-Module series and teaches the fundamental concepts and skills around monitoring and evaluation (M&E) and replanning. It also reinforces key concepts and skills needed for initial research/situation analysis and baseline assessment by showing how these early phases form the foundation for M&E and can also be used as a free-standing module on evaluation research and M&E. This module includes several worksheets to help programmers in this stage of the C-Planning process such as:

9. From Inception to Large Scale: The Geração Biz Programme in Mozambique

A joint publication of the World Health Organization (WHO) and Pathfinder International, this case study describes a multisectoral adolescent sexual and reproductive health program and is written for program and project managers at national, district, and local levels. It provides an example of how to design and implement a multisectoral program that is intended to be scaled up from the beginning and uses results from external evaluations to identify lessons learned for others. It concludes that "overall Geração Biz serves as a model for other governments and organizations in terms of scale-up, its multisectoral approach, and the use of public-sector SRH services."

10. Layers: A Computerized Monitoring Tool

The Food and Nutrition Technical Assistance Project II (FANTA-2) Project, Academy for Educational Development (AED) has developed a method for monitoring performance of USAID-funded field operations. Layers is a software application that uses a hand-held computer to collect and analyse data based on principles of Lot Quality Assurance Sampling (LQAS). Once the data is entered and analysed, Layers generates automated reports that reflect the quality of performance of USAID partners. Layers can be adapted to monitor any type of programme amenable to LQAS. Currently, Layers includes modules to:
• assess the quality of Maternal Child Health and Nutrition, Food for Education, and Food For Work programmes;
• evaluate the management of USAID-supplied commodities (from food aid to vaccines and drugs); and
• verify the correct application of Tiahrt Amendments in USAID-funded Family Planning activities.

11. A Guide to Monitoring and Evaluation of Nutrition Assessment, Education and Counseling of People Living with HIV

This guide, also developed by the Food and Nutrition Technical Assistance Project (FANTA-2), Academy for Educational Development (AED), provides guidance and tools to support programs engaging in monitoring and evaluation (M&E) of nutrition assessment, education and counselling (NAEC) for people living with HIV (PLHIV). It is designed for use by program managers, M&E officers, and other program and government health system staff who recognise the multifaceted and multidirectional relationship between HIV and nutrition: HIV can cause or worsen malnutrition due to decreased food intake, increased energy requirements, and poor nutrient absorption. Malnutrition in turn further weakens the immune system, increasing susceptibility to infections and worsening the disease's impact.

12. Introducing a Simple Measure of Household Hunger for Cross-Cultural Use

This article discusses the utility of the Household Hunger Scale (HHS), a simple new indicator to access household hunger in places of food insecurity. The HHS is made up of 3 questions and 3 frequencies that, when administered in a population-based household survey, allow for estimating the percentage of households affected by 3 different types of household hunger:
• Little to no household hunger;
• Moderate household hunger;
• Severe household hunger.
HHS can be used for assessment, geographic targeting, and monitoring and evaluation in areas affected by substantial food insecurity crises, and can be used to inform various strategies and interventions, including communication.

13. Straight Talk in Kisoro 2007-2009: Final Activity Report and Impact Evaluation - Fostering Adolescent Sexual and Reproductive Well-being with Communication for Social Change

This 60-page evaluation report examines a project carried out by Uganda's Straight Talk Foundation (STF) called "Youth Radio for Better Adolescent Reproductive Health" in Kisoro, Uganda. Conducted between July 2007 and August 2009 with funding from Cordaid, this project incorporated a local language youth radio show with complementary information, education, and communication (IEC) materials and face-to-face activities - a package of interventions meant to facilitate sustained and informed conversations amongst adolescents and the adults in their lives about adolescent sexual and reproductive health (ASRH).

14. Measuring Up: HIV Related Advocacy Evaluation Training Pack

Published by the International HIV/AIDS Alliance and the International Council of AIDS Service Organizations, this training pack contains two guides designed for advocacy, monitoring and evaluation staff of civil society organisations (including networks) who are involved in designing, implementing and assessing advocacy projects at various levels. The guides aim to increase the capacity of users to evaluate the progress and results of their advocacy work.

17. Master of HIV Programme and Short Courses in HIV/AIDS
September 1 2011 to May 17 2012
Location: Copenhagen, Denmark

Training is carried out as a 1-year masters program at the University of Copenhagen. Students will receive training in: HIV epidemiology, HIV and AIDS prevention, sexual and reproductive health and rights, HIV/AIDS treatment and care, health systems, health policy, and HIV/AIDS programming. The focus of the Masters is on HIV and AIDS in an international perspective, and the course program is for all with a clinical, public health, or organizational management interest in HIV/AIDS prevention, treatment, and care.

18. Sankofa Center for African Dance and Culture (SCADC) Volunteer Program

This volunteer opportunity allows for engagement with communities in Ghana through HIV and AIDS education, drama, and dance. SCADC employs traditional African dance, music, and theater into performances to encourage education and dialogue to inform audiences about stigma, gender, and structural issues related to HIV and AIDS prevention. Volunteers will also facilitate educational seminars ("HIV/AIDS 101") to discuss proper condom use, the importance of HIV testing, and involve students in open discussions about HIV/AIDS. The next program dates are May 3rd to June 28th.

19. African Women's Development and Communication Network (FEMNET) Internship

The African Women's Development and Communication Network (FEMNET) is offering an internship as part of their capacity building program. It is open to female students (both local and international) and to those who have just completed their studies and are looking for experience and mentorship in the area of African women's human rights, gender mainstreaming, African feminist movements, and communications. The interns will work under the supervision and guidance of the programme officer in charge of a specific program for a minimum period of 3 months and maximum period of 6 months. The interns are expected to agree with the program officer on the terms of reference for the internship, taking into account both FEMNET's interest and the intern's interest.

20. IDEO Fellowship Program

IDEO is looking for applicants for an 11-month fellowship program. Applicants should have experience in social sector, business world, or design industry with a passion for improving low-income communities and spreading human-centered design. Through the duration of the fellowship, residents will work on poverty related challenges covering an array of topics - such as, agriculture, gender equity, financial services, health, and water and sanitation. Residents will join senior designers from IDEO to form IDEO.org's interdisciplinary design team for an 11-month period and will be based in San Francisco, but will spend significant time traveling and in the field.
